So, Carson Palmer is set to make $13 million in 2013. That’d be all fine and dandy if his last name were Manning, Brees, Brady or Rodgers and winning games. But that’s not the case and his contract is a “no me gusta” situation if you’re the cap-restricted Raiders.
That’s why the Raiders are reportedly hoping to restructure Palmer’s contract. From Adam Schefter:

Michael Vick went from making $15 million this upcoming season to $10 million after his contract was restructured this offseason.
It’s still not clear if Palmer is open to shuffling money around on his contract. (He’s also due $15 million in 2014 before his contract can first be voided in 2015.)
Palmer posted 4,018 passing yards with 22 touchdowns and 14 interceptions, which aren’t terrible numbers. But then again, the Raiders last season won just four games, less than the Cardinals had with whatever janitor was their quarterback by the end of the year.
